- Foreign individuals who are allowed to enter and reside legally in Vietnam
- Foreign entities such as foreign-invested enterprises, branches, and representative offices operating in Vietnam

2. Restrictions on Foreign Ownership
Although allowed, foreign property ownership is subject to the following limitations:
- Foreign ownership is capped at 30% of the total units in an apartment building
- In landed housing projects (e.g., villas or townhouses), foreigners may only own up to 250 houses in a given administrative area (ward/commune)
- Foreigners are not allowed to own land - only the building (structure) on the land. The land use rights remain with the State or Vietnamese entities.
